The phrase goes back to Livy. In 189 BC, Gallic tribesmen in Asia Minor lured the Roman consul Gnaeus Manlius Vulso to peace talks near Ancyra, today’s Ankara, and ambushed his escort with a thousand horsemen. The Romans held, then gave ground step by step, until there was more danger in delay than safety in their ranks – and they fled. In 1862 Albrecht von Roon wired Bismarck: “Periculum in mora. Dépêchez-vous.”
